I have noticed some themes are easier to move to then others. Some themes are a major pain in the butt to move to because even post content has been setup to suit a specific theme layout. I think the reviews should be done on a clean WordPress site. I think it would be safe to only update sites that are having problems with 2.8. The reason why these problems were not found before the release of 2.8 is because not enough people are doing beta testing for WP. I agree with not being enough beta testers. More testers are needed to locate bugs before the final release. Seriously thought, it’s not very hard at all to setup a directory within a main site just to test beta versions of WP. More people are needed to nail bugs on the head in various environments.
