There is a site called http://www.wpsnippets.com/ WPSnippets.com which has the name but is not necessarily all about snippets of code.

I really don't want to launch a code snippet repository right now as I don't have the time but I can certainly put together a sub forum in the Resources section with a sticky post containing a template for which new code code snippet threads should use.

I would pay up to $200, or $25/year for a theme that was well documented, had a prompt/active support community, clean well commented code, a demo with most of the features active, easy to child-theme, plays well with plugins and supports common ones in the design. But the most important thing to me is that it works with and takes full advantage of the latest version of wodpress. I don't really like when a theme isn't fully updated but just adds a couple new features. I never can know what else is missing. For example, I have a bit of an issue with Thematic not supporting the new menu & background options, and not coming with a header image. Just my 3p (personal pet peeve).
