Role Capabilities to add/edit post for specific category

I'm about to migrating a website from home grown cms to wordpress. The main concern about this is about user capability to maintain their stuff.

Let says this website have a three category that should be maintain by different people :
1. Press Release -> Maintained by Public Relations Departement
2. News -> Maintained by the journalist
3. Events and Announcement -> Officialdom

Public Relations Departement only have rights to add/edit/publish for "Press Release" category and so on.
Is there any tutorial for doing this?

Have you taken a look at the Role Scoper plugin? I think it will provide the functionality you need.
