    This is it:

    Administration > Settings > General > Membership: Anyone can register box is checked.

    Go look at yoursite.com/wp-login.php

    There will be a link right under thelogin box that says "Register".

    Great.

    I have changed directions as I have leaned more about WordPress, but at least I am getting closer to my goal.

    Just my making a couple of selections in the Administrative Settings I have made my blog closer to what I want it to be. Users must Register and they must Log On.

    Now, I need to know how to modify the WordPress login screen. How do I do that?

    Andrea already answered that. You'll need to use a plugin.

    If I allow membership to anyone on my blog, does this mean that anyone can create a blog?

    Allowing people to register does not allow them to create new instances of WordPress unless you allow them to. And you currently need WordPress Mu or WordPress trunk to do that.

    I honestly hate sites that force people to signup before commenting. Most comments that I leave a spur of the moment, and I simply add my opinion to the post.

    There is no way that I would register, click the confirmation link in my email, setup a password, than post. It simply takes to long.

    I think you are missing the point of a blog.

    Yes, I am trying something a little different. I would like to have people think twice. This is different from both a blog and a forum.

    No offense, but if you don't know how to write CSS, you might be getting in over your head, trying to code such a custom web site on your own. You really might want to consider contracting out your web site. There are plenty here who could probably help you (not me, by the way - there are others who would be much better).

    Nevertheless, w3schools is a great place to start, for learning CSS.
