It certainly looks interesting, but I think I like the calmer, more subtle colors better.

I agree - sometimes I get a little annoyed with the oh-so-boring color scheme of the admin panel, but I dont think I like this one any better.
Does anybody know off the top of their head if it's possible to just apply a new stylesheet to the admin section? Seems like it would be an easy way to spice things up to your (or your clients) liking.
There's a way to define custom styles for the admin area, but I've never done anything with it. If you look around for WordPress admin themes you might find some examples that will tell you what to do.
Hmmm. Although I prefer the "calmer, more subtle colors" (as Will pointed out) of the current scheme I kind of like the look of the example in that link.
I like the Weightshift theme, lots of contrasting colors to make each section stand out better, as well as a few other clarifying ideas such as the Media box on the right.
There are a couple of out of sync colors, IMHO (see the Publish box), but I could learn to live with those.

I'm not working on it anymore, but the basic plugin architecture could easily be used to achieve what you are trying to do.
When WordPress 2.5 was released and it featured the first backend redesign for wordPress, many people hated it. But one thing 2.5 offered was the ability to choose between two different color schemes, selectable from the user profile. At this time, there were quite a few plugins and tutorials which explained how to create your own color scheme. Check these out.

While those are 2.5 oriented, most of that information should still be relevant. On top of that, there might be some 2.7 compatible Admin themes out there but I haven't heard of any recently.
