In the US, no site is safe. Under COICA, which is still (I think) just a Bill, but already being used, any domain suspected of possibly, maybe infringing copyright or perhaps encouraging potentially illegal activities can be seized - without notice, without proof, and without going to court.
There are ways to get around government filters. COICA is way worse.
