It's the School of Information & Library Science at the University of NC at Chapel Hill. Granted, my thesis was more of a project (e.g. it identified a problem and provided a solution) and not so much research...and I didn't get any funding. Maybe if I HAD been doing more of a research-based project and got funding, it would be a different story. Still, I've never heard of my department claiming ownership of students' Master's Papers (unless the student's paper was part of a school-initiated project, perhaps). Not sure about the PhD Dissertations though. Also, other departments at the university may have different policies.
