Is it not possible to build this on top of WordPress? Can't think of any software off the top of my head that I've come across that specifically addresses creating a Q and A site.

I agree wtih Jeff, WordPress would be the ideal software. After all, it is a site about WordPress so using it to power it would make perfect sense.
All you would need to do is to add a plugin or theme which setup the posts to behave like a Q&A site and have a payment system in place.
If you set it up on WordPress Mu then you could take advantage of some of the BuddyPress features like private messaging which I imagine would be useful for a site like that.

I wonder if you could sell the Questions as paid posts via OIO Publisher, having the funds go into a Paypal holding account, use the comments as a discussion area, have the Question owner flag the winning comment, and have that somehow trigger payment...

... and somehow using either the P2 theme or TDO mini forms to submit the questions...

We designed and built it with Symfony as it turns out and I'm loving it as a platform. We plan on extending the idea to other dev communities (PHP, Ruby, Java, etc) so it wasn't necessary/important to build it on top of WordPress.
Anyway, as you probably saw, the site is now live -

It's good to see this idea implemented to the Wordpress community. It's a good way to find new solutions to old problems. It ads value even if you're just browsing the questions/solutions.
Btw... we could use RSS and email subscriptions :)

Congrats on finally going through with the launch. I'm most interested in seeing how much traction this site gains with this forum, the WordPress.org support forum and other avenues of support being available. However, WP Help Center has proven that people will pay for support despite their being a large free base to search for answers.
The listing fees that are non refunded remind me of restocking fees lol. I imagine this has to do with Paypal or such? I also like the idea of being able to spread the prize money amongst a group of answers instead of only one person.

Noticed a Twitter account as well but you're not feeding new questions in there yet? Planning too soon? Would be handy for experts to follow it.
